Joshua Katz, CFA

As of March 31, 2025, Josh assumed the role of Director and Chief Compliance Officer at Rayliant Investment Research. In this capacity, he leads the firm’s global compliance efforts, fostering a strong culture of integrity and ensuring firmwide adherence to the Code of Ethics. Josh provides regulatory oversight across Rayliant’s expanding ETF, SMA, and OCIO platforms, while also managing the development and administration of compliance policies and procedures. He oversees regulatory filings, supports the firm’s annual compliance review, and directs Rayliant’s GIPS compliance program, including coordination of external verifications. Additionally, he supervises proxy voting and marketing review processes. With over 20 years of experience in the investment industry, Josh brings a deep well of compliance expertise, combining financial acumen with operational leadership and strategic insight.

Josh also currently serves as Chief Compliance Officer and Manager of Investment Operations at Affinity Investment Advisors, LLC, where he plays a key role in developing and overseeing the firm’s comprehensive compliance program. His ability to bridge compliance and operational functions makes him an invaluable asset in managing risk and ensuring regulatory adherence.

Before joining Affinity in 2014, Josh was a Senior Consultant at Linda S. Congleton & Associates, conducting institutional real estate valuations and providing market intelligence to support strategic investment decisions. Earlier in his career, he spent three years at PIMCO as an Account Manager and Vice President, managing client relationships for large institutional separate accounts and serving as Long Duration Product Manager, where he contributed to product strategy and client servicing.

Josh also gained foundational experience in trade operations at Pacific Life Insurance and completed an internship at PAAMCO during his graduate studies, supporting due diligence and manager research.

He holds a B.A. in Economics from the University of California, San Diego, and an M.B.A. from the Paul Merage School of Business at UC Irvine. Josh is a CFA charterholder and has passed the NASD Series 3, 7, and 66 exams.

In his free time, Josh is passionate about outdoor and wellness activities—especially pickleball, surfing, and yoga—which help him stay active and balanced.
